Merge, Split and Compress PDFs Without Uploading

How to merge, split, compress, rotate and convert PDFs for free without uploading them, why it matters for private documents, and how browser-only tools work.

You can merge, split, compress, rotate and convert PDFs for free without uploading them by using a tool that does the work inside your browser. Your files are read from your device, processed with JavaScript libraries like pdf-lib and pdf.js, and the result downloads straight back. My free PDF tools work this way: no account, no daily limit, and your documents never leave your phone or computer.

Most people reach for the first PDF site in the search results, upload a bank statement or a citizenship scan, and never think about it again. This guide explains what happens to your file on those sites, how browser-only PDF tools work, and how to do each common task privately.

Key takeaways

  • Most popular PDF websites upload your file to their servers to process it, then delete it later.
  • A browser-only tool does the same work on your device, which is safer for IDs, contracts and financial documents.
  • Merging, splitting, rotating and reordering do not touch the content of pages, so quality stays exactly the same.
  • Real compression of scanned PDFs redraws pages as images, which shrinks the file but makes text unselectable.
  • JPG to PDF and PDF to JPG work well in the browser and are handy for phone scans and online forms.
  • Password-protected PDFs need their password removed before most tools can edit them.

What happens when you upload a PDF

Popular online PDF services usually send your file to their servers over an encrypted connection, process it there and keep it for a while so you can download the result. iLovePDF says on its blog that uploaded files are deleted automatically within two hours, and Smallpdf says files are removed from its servers one hour after processing. Both are established companies and say they follow data protection rules.

That is reasonable for a restaurant menu or a public form. It is a different decision for a passport scan, an employment contract, a payslip or a medical report. During that hour or two, a copy of your document exists on a computer you do not control, and you are relying on a policy you cannot check.

The alternative is simple: do the work on your own device.

How browser-only PDF tools work

A modern browser can do everything a PDF tool needs without a server:

  1. Read the file. When you choose a file, the browser's File API gives the page its bytes directly. There is no upload step.
  2. Edit the PDF. pdf-lib is an open-source JavaScript library that can create PDFs, copy pages between documents, rotate them and embed images.
  3. Render pages. Mozilla's pdf.js, the same engine Firefox uses to show PDFs, draws pages onto a canvas, which is how thumbnails, PDF to JPG and compression work.
  4. Download the result. The new file is turned into a blob and saved with a normal download link.

Merging two PDFs with pdf-lib takes only a few lines:

JavaScript
import { PDFDocument } from 'pdf-lib';

async function mergePdfs(files) {
  const merged = await PDFDocument.create();
  for (const file of files) {
    const source = await PDFDocument.load(await file.arrayBuffer());
    const pages = await merged.copyPages(source, source.getPageIndices());
    pages.forEach((page) => merged.addPage(page));
  }
  return merged.save(); // a Uint8Array you can download as a .pdf
}

The pages are copied as they are, fonts and images included, which is why merging never lowers quality. My tools load pdf-lib and pdf.js from my own site only when you first use a feature, so the page stays fast and no third-party script sees your files.

How to merge PDFs

  1. Open the PDF tools. Merge is selected.
  2. Choose two or more PDFs, or drop them on the box. Each file shows its page count and first page.
  3. Drag the files or use the arrows to put them in order. The preview below shows every page of the merged PDF, and clicking one opens it full size.
  4. Click Merge PDFs. The combined file downloads.

How to split a PDF or extract pages

Open Split and add a PDF. You have three choices:

  • Extract pages into one PDF. Click the pages you want in the preview, or type them, such as 1-3, 5, 8-. 8- means page 8 to the end, 5-3 gives pages 5, 4 and 3 in reverse, and the order you type or click is the order you get.
  • Split every N pages. Useful for cutting a long scan into parts. You get a ZIP of PDFs.
  • Every page as its own PDF. Also a ZIP, one file per page.

If you type a page that does not exist, the tool tells you instead of producing a broken file.

How to rotate, delete and reorder pages

Open Rotate & reorder and add a PDF. Every page appears as a thumbnail. Click a page to see it full size. Rotate pages that were scanned sideways, delete blank ones, drag pages (or use the arrows) to move them, then click Save PDF. Rotation is stored as a page setting, so the content is not redrawn.

How to compress a PDF, and what you give up

This is the one task where honesty matters. There are two kinds of PDF:

  • Text PDFs exported from Word or a website. They are usually already small, and there is little to gain.
  • Scanned or photo-heavy PDFs. These are big because every page is a large image, and they are the ones you want to compress.

My Compress tool redraws every page as a JPEG at a lower resolution and quality, with three strength levels, and keeps the original page size. On a scanned document this often cuts the size dramatically. In my automated test, a three-page scanned PDF of about 870 KB came out at about 130 KB on the strongest setting. The trade-off is that text becomes part of the image, so it can no longer be selected or searched. If the result would be bigger than the original, which happens with text PDFs, the tool says so and does not download anything.

For a document an applicant tracking system or a search engine needs to read, such as a CV, do not compress it this way. Export a text-based PDF instead. My CV generator produces one.

How to turn photos into a PDF

Open Images → PDF, add your photos in order, pick A4, Letter or the image's own size, and choose a margin. Landscape photos automatically get a landscape page. JPG and PNG are embedded as they are, and other formats like WebP are converted on the way. It is the quickest way to turn phone photos of documents into one file for an email or a form.

If a form needs a photo or signature of a specific size in KB rather than a PDF, use my photo resizer instead.

How to convert PDF pages to JPG or PNG

Open PDF → Images, add a PDF, choose JPG or PNG, a resolution and the pages you want. 72 DPI is fine for screens, 150 DPI for most uses and 300 DPI for printing. One page downloads as an image, several pages as a ZIP.

How I test the tools

I do not trust file tools that are not tested with real files. Every change to mine runs an automated suite in headless Chrome that creates real PDFs and images, feeds them through the actual buttons and checks the downloads with independent tools: the page count and order after merging, the exact pages after splitting, the rotation flag after reordering, A4 and landscape page sizes after converting images, the pixel size of exported JPGs, and that compression really makes scans smaller and leaves text PDFs alone.

FAQ

Can I merge PDFs without uploading them?

Yes. A browser-based tool can read your files with the File API and combine them on your device with a library like pdf-lib. Nothing is sent to a server, and the merged file downloads straight away.

Is it safe to upload PDFs to online PDF sites?

The big sites encrypt uploads and say they delete files after a short time, but your file still sits on someone else's server while it is processed. For contracts, IDs, bank statements and medical records, a tool that works on your device is the safer choice.

Why does compressing a PDF make the text unselectable?

Real compression of scanned pages works by redrawing each page as a smaller image. That shrinks the file a lot, but the text becomes part of the picture. Keep the original whenever you need searchable or selectable text.

Does merging or splitting reduce PDF quality?

No. Merging, splitting, rotating and reordering copy the existing pages into a new file without re-encoding anything, so text and images stay exactly as they were.

How do I turn phone photos into one PDF?

Use an images to PDF tool: add the photos in order, choose A4 or Letter, and create the PDF. Each photo becomes one page, scaled to fit with a small margin.

Can these tools open password-protected PDFs?

Not mine. Remove the password first by opening the PDF with its password and printing it to a new PDF, then use the tools.

Wrapping up

For everyday PDF jobs you do not need to upload anything. Merging, splitting and reordering keep pages exactly as they are, images become PDFs in seconds, and compression shrinks scans if you accept that their text turns into pictures. Open the free PDF tools, drop in your files, and keep your private documents on your own device.
